I'm about to pull the trigger on this for a new build, don't/can't wait for 3060/70 availability and they'll likely be priced over $800.AMD should be announcing their GPUs soon. Just did their CPUs and it's looking bad for intel.

With RTX 3080's going for at minimum 200% of the price of an RTX 2070S, and the RTX 3080 only being ~40% better at minimum and ~60% better at maximum depending on game/benchmark, isn't this way better value?

It's dependent on the game, some will demand more of a CPU while others will demand more of the GPU. The best way to know is to test it out on the games you play
Both your CPU and GPU meet cyberpunk recommended specs, but the CPU isn't that much further ahead of the recommend CPU compared to the GPUs. So assuming that's a similar case for other games, I would suspect in time your CPU would be more of the bottleneck.
Get your GPU, see how you go. If your CPU starts struggling, then fix that next when you actually know
