I would say for vlogging zv-1 and if its like cinematic videos A6400 because of the interchangeable lens.
Both have their pros and cons
Given both have large sensor and good video shooting with auto focus
ZV-1 is much lighter weight and great to do outdoor vlog using single hand
A6400 is heavier but you can change lens when needed, great if you are doing vlog indoor with tripod setup
The rolling shutter effect is pretty horrendous in 4K.
So would cash back work on eBay purchases?

I'm confused as well. On Sony's FAQ page it says:
