Then pay a trusted mechanic to do a report with some price estimates. Go from there.
The Statesman is a nice old boat that will hold value now that Holden has gone bye-bye but the V8 would be better still.
I had a VR executive and a Berlina. Both good cars for what they cost but the brakes and suspension were incredibly under-done.
You'd start by knowing the end goal. Show car, burnout car, sleeper car, etc etc.

You clearly don’t live in Vic, you take it to Melts or Dandy to rip some hektik skids and then it gets impounded. The ironic part is that it hardly breaks traction and the single spinners aren’t dangerous but still has everyone clutching their pearls whilst you have to tell all your friends it’s a sleeper and you don’t want to blow a diff.

How long are you going to keep it and what is your budget. Spend to get the thing roadworthy and safe (Fix dodgy suspension/steering etc). Any rust that needs attention? Who is going to do the work?
