True, although very few padlocks (commercial grade included) withstand an attack from bolt cutters or a battery grinder.
This is for keeping honest people from stealing your stuff. Also use this in your home for your weed stash, if you find it cut open one day then look for the person in your house who owns bolt cutters.

A paperclip will bypass them quickly too, plus you look a lot less suspicious carrying a paperclip.
Or those coke can shims. Bypassing is quicker than picking and usually less destructive for the lock
