check on your motherboard "support" list if it not there then avoid it
the support list on MB's is pretty limited, doesn't mean that this will not work. In all likelihood it will work perfectly with Intel.

Depending on your mobo and how many channels you have but generally it's always better to occupy all your available slots to take advantage of it
Not necessarily. You only need 2 sticks for dual channel. Better to leave the other slots open for future expansion.
Having said that, if you already have 2x8gb and want more, than sure, just get another set.
2x16GB. Quad channel is diminishing returns, and on most consumer platforms they don't even support quad channel, but rather just have 2 dual channel interleaves (is that the right term?). You just hinder your upgrade path going 4x8.

2 > 4 > 1 > 3 Dimms. Is your enthusiast and looking at every MHz and latency, then 2 is best. More dimms populated puts strain on the memory controller and can affect performance or compatibility. 2 is needed in minimum to utilise dual channel. 4 won't be necessary unless you have quad channel support.
I do know ryzen 1/2 gen have some issues with 4 populated dimms
