We have 6 members in the family living in my house, 2 of which are elderly above 70 years old with a senior's card. Can I purchase electricity and water under their names to save some money eventhough I own the house and they pay no rent to me.

No. Its only for the owner or the registered tenant.
If it was so I'd simply ask some old codget from a Home to lend me his name.
If that old codget moved in with you, you'd get the concession.. that's always an option

The address on the PCC has to be the address they are living at/ your address. They can only get concessions on 1 address.Then
