You can also make your own foaming refill, using liquid soap, a carrier oil (coconut oil, etc), water and some scent if you want.
I do it and it comes out like 10cents per 250ml

Foaming soap is literally watered down regular liquid soap.
1 part regular liquid hand soap
4 parts warm water (the hotter the easier it mixes together)
Fill foaming dispenser 80% then mix very slowly.

The coconut oil method is used to make it from scratch with castile soap and is more "organic".
