How won't it get it to 100?
I know my phone is very picky and probably won't even charge it at all, but why wouldn't another phone that accepts the charge go to 100%?
I have had issues with chargers that couldn't push a phone all the way to 100% because of the charger amperage being very low. As the percentage gets higher, it takes longer too, so it could take all day.
In other words, it WILL get to 100 albeit slowly.
@unco: No, that is not what I said. I have had phones that wouldn't push beyond a certain percentage, not reaching 100 ever. I have also experienced this with cables that wouldn't support a high enough amperage, even if the charger would.
@Make it so: As far as I know, that's not possible….your phone's battery is a 3.7v cell and would typically achieve a maximum of 4.2v at 100% charge. USB outputs a constant 5v, so even a low-amp USB port like this one will always have a higher potential than a phone battery and current should flow.
As Unco said above, it should always be possible to charge all the way up to 100%, albeit very slowly.
Apple still ships every iPhone (except the latest "11 Pro" models) with a charger that has identical specs to this powerboard.
Now I haven't tested this powerboard, so it might have horrible voltage drop at 1A, but I charge my Galaxy Note 9 at 500mA-1A overnight. It works fine. I even run Vodafone Dreamlab which pushes the phone harder than most things you'll do.

That won't charge any half-recent phone nowadays. It literally will not get it to 100%. Maybe useful to charge some headphones or a baby monitor, but that's about it.
There are no details on the surge protection. Maybe it only has overload protection. I wouldn't count on this protecting you from anything, unless you swing it like a nunchaku.
