not necessarily. if you get one of the models that have a seperate door for the usb port you can plug it into an external battery pack and put that in a top tube bag (or frame bag) or in your jersey pocket and power it indefinitely (well, a 20,000mAh+ pack will record for many hours of riding). the hero 8 is a problem because it's now one door and you need to remove the door altogether (and remove the battery because it will fall out).
I suppose its an option, although not an ideal one. Difference is ~$200 for the Black bundle option with spare battery and 240fps 1080 4K 60p. All depends on what your preference is
Noticed that the GoPro 8 has more limitations like being unable to replace the lens cover if it gets cracked/broken which just screams company cheapness for a slightly slimmer camera that nobody asked for. Also the 8 has a super finicky battery door
edit: turns out the 7 Silver has a fixed lens cover, well that's another downside..
