what about A4 exercise/notebook/lecturebook etc. I stumbled somewhere saying 9x7 Exercise was an Aussie thing but now can't find any history
Notebook is just anything you use to take notes. Lecture books normally have holes in the side and perforated pages so you can tear them out and put them into a ringbinder.
An A4 exercise book is like a 9"x7" exercise book, but bigger

The descriptions for the NSW and QLD versions say that they are ruled in that state's style. They don't say how the ruling differs from other states.
Students in states that have their own ruling styles would presumably have to have exercise books that are ruled in those styles.
The Officeworks web site is national, so they list every possibility. They presumably don't sell NSW and QLD versions in stores outside those states.
Apart from having school holidays or curriculum printed in them, no idea. NSW books weren't a thing when I went to school in NSW.
9x7 books are books that are 9" by 7" aka exercise book
