Well, Chadstone did sell the the bundle alone for $10 some time ago.
That box would probably scan at $9 at the registers anyways (without the need for the game to).
I bought this last year and didn't have to buy the game.
It was a pretty good deal, as the DVD sells for $13.99 and the figure seems to be selling for $25+ online.
And now the DVD sits in the cupboard whilst you watch netflix and the figurine is jammed in the back of your wardrobe :p
I have a feeling they are selling just the steelbook, dvd and figure for $9, why else would they cover the picture of the game with a redundant "includes" sticker.
