Mornington Peninsula, technically. I believe my local library network may offer a similar service, however, if my location precludes me from accessing the above.

OP could do as the rest of we Choice subscribers do and pay to join.
Choice needs subscribers to do its work.
I was a subscriber for over three years and eventually closed my subscription as their comparisons were usually too small in terms of range and often they would waste time and resources testing things which were already reviewed to death by other businesses (eg laptops and TVs).
Once every now and then they will offer a helpful review the content of which is not replicated elsewhere, but the one-time charge to access that review is excessive, hence this post.

I was at the Rosebud public library earlier today, and the issue of Choice that you want (it's November 2019, not October, by the way) was out (even though it wasn't supposed to be - they don't loan out recent issues).
The librarian also told me (and showed me) that library members can view Choice magazine online for free. I was able to read the article there.
