I searched and I couldn't find anything other than information on gopro site https://gopro.com/en/au/shop/mounts-accessories/dual-battery…
which suggest that its a 2018 model charger.

I think the one posted and i shared are same. Anyways, both old one and new one are compatible with each other. Afaik, gopro says that for best results of new features, it recommends new battery.
nah hero 8 black isn't listed on the one you posted and the hero 8 battery also has a blue bit on it like you can see here
