My dad pretty much just browses the Web and plays online poker pretty much exclusively on his computer. He does no sort of gaming at all outside of that. Wondering what my best options are for either a 24 or 27" monitor. Should I go for a higher res 4k monitor or a 1080p or 2k monitor with a good refresh rate?
Ideally keeping price below 300.

No issues. In ye olde days Windows was quite terrible with UI scaling on high resolution displays. Nowadays, modern laptops and tablets have very high resolution panels and Windows takes care of it quite smoothly.
You can adjust how big text and UI elements are by changing your Display Settings under /Settings / System / Display / Scale and Layout.
at a screen size of 27 inch though, 4k resolution is actually overkill. You will need to be sitting very close to the display to even see the individual pixels. I suggest buying the IPS monitors for better colour and viewing angles.
I use a 35" ASUS monitor with 3440 x 1440p, as a point of reference.

That's a $229 dollar monitor selling at inflated price and the seller doesn't seem reputable. The description of resolution is also incorrect…

i would get 2x 1080p monitors , so he can have browser on 1 screen and poker on the other
no deal at the moment but they are going pretty cheap from your local store, which you can do easy warranty drop-off if ever required
Prioritize on IPS and resolution, no need to worry about refresh rate when you're just playing poker.
