Exclusion periods only apply for getting another card at the same bank, you'll be eligible for the signup bonuses at other banks.
The only catch is with the St.George/BoM/BankSA group, which are typically considered the "same bank" when it comes to these things.
When in doubt, consult the T&C's for each card offer, e.g. you'll normally find this phrase or similar for the above three banks:
Existing customers who currently hold a Amplify Platinum or Amplify Signature card issued by St.George, Bank of Melbourne or BankSA, or who have held one in the last 12 months, are not eligible for this offer.
Careful some can be 18 months like some AMEX issued cards
Always always always check T&Cs if you owned the card before (actually in theory you should check it regardless lol)

Whenever I find a good deal, I sign up for the new card and do the same for my wife. We just pool our QFF points when we're planning holiday etc.
Is there an optimal wait time before applying for another credit card so credit score doesn't get impacted by too many applications in too short a time?
I've held an ANZ card for a few years and recently added a Coles Mastercard.
I will cancel one of this in 3 months time. How long should I wait before applying for another one?
How do you guys strategize around this, also bearing in mind that these cards have a minimum spend in the first 3 months (so applying for many together may be problematic when it comes to collecting the bonus points)?

There's no correct answer to this. I have a few cards and have cancelled then applied later on without much effect on my credit rating.
Cancelled 2 last year, and have applied for 3 since then. I was shocked to get approved for 2 cards within about 1 month of each other this year.
