My brother really likes whiskies, all nationalities welcome. He's got a fairly discerning palate, but it all tastes the same to me so I've got no clue.
Happy to stretch the budget out to $60-$65 if there's a real bargain to be had.

Singleton - Single Malt - $47 at Costco recently
Chivas - 12Y old - $45 at Dan Murphy
Not all whiskies taste the same… can you name something you know your briother likes?

both fall into your price range and have a bit more character/flavour than something like Chivas Regal.

Scotch (50-60): glen grant 10 or Ardmore legacy
Scotch (under 50): monkey shoulder or chivas 12
Bourbon (under 50): Woodford reserve or wild turkey
I echo RM's recommendation of Singleton. Should be found easily around $55 but occasionally for less. Also, if ordered from BoozeBud and you've not used them before, they have some special offers. Check their OZB referral link to help out another OzBargainer.
As you will see from the responses above, so many options. But unless you know what your brother likes (i.e. a whisky that he drinks regularly), all of these well-intentioned suggestions are not going to help you.
We all suggest what we like, not necessarily what someone else (whom we have never met) may like.
If you can mention what he currently drinks, we could probably suggest something similar that you may not have thought of.

Mmm, good call. Ok, well I know previously I've seen him drinking Aberlour, and Dimple also. Not sure what years though, and whether that's a significant piece of the puzzle.
My suggestion would be Balvenie.
From the same area (Speyside) as Aberlour, so would likely have similar characteristics.
It is one of my own favourites as well.
The problem is that you won't get it for near $50.
Are you talking only Scotch whisky, or another kind?

EDIT: He of a fan of Scotch in particular tho, but I understand he likes many other kinds.
A whiskey guy recently told me that bourbons are often cheap because their climate allows them to be made in higher volumes than scotch and others. Faster aging process or something.
Meaning that something like Jim Beam might be overlooked for being common, cheap slosh, because it doesn't have the price and obscurity of "good" whiskeys, yet might actually be better than people give it credit for.
So maybe around your budget, a slightly unusual bourbon might be a good way to go.
OTOH, I was recently asked to bring back a nice single malt from Japan for around $70, and this guys recommendations were very slim, despite living there and knowing the market well (though blends would have been a bit better)
Hmmmm, for a "discerning" Scotch drinker you're going to have your work cut out for you.
Maybe consider a Glenmorangie, although you're probably more at the $60-70 price point there.
For bourbon, I'm a big fan of Wild Turkey 101, again likely around the $60-70 price point.
If you really want to push the boat out, see if you can get your hands on the Hibiki … a high end Japanese whiskey but you'll be going a fair way north of $100 there.

I found this place researching Australian whisky, they present themselves a being motivated to produce quality flavoursome single malts. It might be a bit more appreciated than a mass produced one. Its expensive but they sell a previous batch in a small bottle.
