Speak to the dealer - not to a group of people who reckon a new X5 is a complete waste of money.
Sounds as if the blinker fluid may have been put into the fuel system by mistake.This appears to be a common problem with BMWs and is the primary cause of indicator failure with their vehicles.

If they can't drive it, then they can ask for a 'loan' car.

Find an online forum and ask this question. Hopefully the website members can rise in support of the car owner and storm the dealership to demand satisfaction, maybe even compensation in the form of goats.
I heard bargain shopping shopping sites are a good place to find such mobs.. You better do a post to get a recommendation for this kind of site.

B)get the fuel tank replaced under warranty, then sue BMW for the stress and anxiety that's been caused

Have you tried demanding compensation? I would ask for compensation. You need to chase up compensation. Have you talked to a lawyer about possible compensation? Ring fair trading and tell them you want compensation. You deserve compensation. I wouldn’t accept anything less than compensation.

Hi, what do you mean "the car had this issue during delivery"? So you knew about it at the time of pick up? I would have refused to accept the car if it had a fault, and this sounds like a decent/significant fault for a brand new luxury car easily in excess of $100k
