The one in your link is the Starter Pack which came out in April and was free for the first 2 days. It was removed from Steam today.
This deal is for the new Invasion Starter Pack which was just released today and like the last one it will be free for the first 2 days.
Invasion adds 5x Tier 1 Abyssal Filaments. Rest of the contents are exactly the same.

edit: seems it's actually been running for a month or so, i've been pretty out of touch with Eve for a while, almost 1.5 years sober, that game is a massive time sink, but still one of the best mmo experiences i've had to date
