I bought a 20l container of car wash from SCA ages ago, and there's no easy way to pour it out.
get your self one of these taps in the links below. I went to a local pool store and picked one up for under $10.
I believe they use them for chlorine.

Theres the bung at the bottom. U can buy taps for there or sometimes if ur luck the containers actually have them screwed onto the lid.
Tip on its side remove bung drill or punch hole behind and screw cap on
Also last time these were on speciak i think repco had a better price
