Premium Location Fee Levied By Airport & Charged By Avis

Friend of mine is hiring an Avis car in Brisbane (not the airport) and nowhere near the airport and driving to the western suburbs of Sydney. On the invoice it has Airport Concession Fee $11.82. She emailed Avis and received this reply.

The Airport Concession Fee or also known as Premium Location Fee is a fee levied on the car rental suppliers by the Federal Airports and for Premium Locations within a CBD. This is a percentage surcharge that applies to the cost of the rental (and extras where accepted) and ranges from 3% - 29 %

Where permitted, in addition to time and kilometer charges and taxes, a Premium Location surcharge/Concession Recovery fee may apply to rentals from airport locations and selected off-airport locations. This fee is included in your reservation varies by location.
