Typical paypal scam. They steal the money. You wait ~30 days for paypal to reimburse you.
My go to street connect at the shopping centre parking lot would charge more than that price.
Generally speaking high numbers of feedback (say 1000+) at a high rate of positive transactions (99%+) is your best guide.
I have heard of accounts getting taken over and being operated by scammers but I suspect it's very unlikely to be a victim this way.
I've done it myself though, I knew $2 was a stupid price for 32GB SD cards ages ago but I bought 10.
