There, you can claim the rewards and get codes for each avatar and theme, which you then can redeem on the console's PSN Store or webstore https://store.playstation.com/en-us/home/main

Logged in to my US account and it still says there is nothing to claim. Not sure if it might be geo-locked.
No, it's not locked in any way.
Just go to https://www.playstation.com/en-us/network/store/countdown-to…
On that page, you'll see 3 Claim Reward buttons for avatars, and one for a theme, you'll need to log in to your US PSN Account to get the code. It will tell you that as soon as you attempt to click on the Claim Reward button.
Once you have the codes, redeem them on the US PSN Store as you would with any other PSN code!
