Is it normal for retailers to advertise a drum kit with hi-hats in the photo, but not include them in the package?
I think that's a little dodgy tbh. Advertising a kit that no one would buy without the hi-hats, but providing a photo that would otherwise look weird not having hi-hats in it.
The idea is for you to see what the kit would like fully set up. Though I do understand what you mean.
Cymbals and stands are generally considered add-ons to a drum kit.
Just realised I referred to the cymbals as high hats… shows my knowledge on the subject :).

When I saw the thumbnail i figured it for a jazz kit. But the sizes are “normal”.
Price looks great.
No hardware though. So got to factor that in too.
