I bought an iphone from an ebay seller selling unlocked iphones for cheap. The phone is unable to make international calls for some reason. Have I been duped? Should I ask for a refund? Thanks.
Edit: Thanks for all the replies. First one was the case. Feel like idiot. 1 quick google search and realised had to use + sign at the start of number. +011 instead of 0011 like on android.

Can that even a phone as opposed to carrier issue? There are settings that let you basically bar international calling, but it's all tied to the carrier/account I thought. See if you can change those settings - I've no idea where they are in iOS though.
Could you make international calls on your current plan with the previous phone?
That's a restriction on older iPhones, need to update to a newer iPhone to enable it

why don't you check web account or app settings? I know with Aldi you can check or uncheck int call ban.
How much money is in the account might be blocking the call if you don't have enough I think mine needs min $10
