eBay without Final Value Fees That Is NOT TARGETED?

I keep seeing posts to List on Ebay with no listing or final value fees that is a Targetted offer, does anyone know ways to do this without being targetted? I never seem to get targetted.

  Ebay Super Sundays. These are available to most people. You'll still pay a a minimum of $1.10 to sell, but it's the most common one.

  If you’re a new seller you may need to make a few sales before you’re targeted with the free insertion/final value fees offer.

  I was getting annoyed I didn't get one of those and then finally received an email yesterday, hopefully you'll get one too.
