That seems the be the all-time lowest price for Investigator which is rated pretty highly on Steam (75% positive). For that price, it is definitely worth giving it a try.

Personally, I would buy from HB as (a) Steam makes tons of money already and (b) HB gives you the opportunity to donate 5% of the purchase price to charity.
Keep in mind that Investigator is on sale until 26 June 2018 3:00am and Clockwork is on sale until 6 July 3:00am.
