Yes, it is normal for find eBay Plus items with free postage (officially, eBay encourages that - obviously, so they don't need to fund it). The main reasons for seller to do that could be (1) eBay Plus items are not exclusive to eBay Plus members, standard eBay members can buy them too - just they will have to pay postage if the item doesn't offer free postage (2) some of the sellers are probably need some sort of system update to change that.
When a top rated seller doesn't offer free postage on an eBay Plus item, it is more attractive to eBay Plus members, but less attractive to standard members.
Can eBay plus items be created by the sellers, it seems plus favours items with postage as eBay will not charge it for customers. Can you get the seller to list an item with the shipping component so it's refunded.
eBay Plus items are created by top rated sellers (it is basically like a tickbox option where top rated sellers can decide whether an item should be included as an eBay Plus listing). Most top rated sellers are listing their items as eBay Plus items. However, they care more about getting the items sold, rather than saving postage (there is no postage saving to anyone if the item is not sold).

These deals are getting more and more convoluted as time goes on.
From the generous 15-20%off sitewide to the meek and mild 5-10%off - then onto the garden variety price-jacked 20% off "select sellers" (aka the usual suspects).
Now this….. not sure what to make of it.
Yeah, we have different codes going, 5% (PULL5), 15% off (PROCESSOR). Now, you add in the mix of eBayPlus where some sellers start to list postage cost separate. It gets a bit tricky to figure out which item is actually the cheapest. I am still waiting for the $30 voucher for listing $100 worth of item(s).
I am concerned about the GST collection for international items on eBay (which I assume we (buyers) will be paying for that).

If the seller is willing and the item is currently free post with out plus. Try and get them to make a new plus listing with postage and handling separate.
EBay will pay postage, as long as it's not bulky.
Then buy when the discount hits.

I have sign up for ebay plus, looking to buy a fridge on tgg sale last week and found they don't do it for ebay plus. Called ebay and ask. Ebay reply that it is the seller decisions if they want to put the time up for ebay plus or not. So in other words I would not see free shipping for a deal
I don't get it - I, as a seller, have no control over an item being ebay plus or not other than trying to meet criteria and they add the item or not. I have 2 items that are the same but listed with different qty. One is listed as ebayplus the other is not. Wholly controlled by eBay. Unless stores have added functionality.

On Paypal you are charged at a higher rate than Ebay receipt but just confirm that this rate includes a shipping coupon which is charged to Ebay and not deducted from your funding source.
