You gotta have something around to keep those pesky kids off your lawn.
Real man should wear suspenders, or if you are a hipster you would also wear it.
Men don't have wider hips like women do, so the pants tend to go with gravity. Squishy muffin tops don't help either haha.
It actually looks weird to not wear a belt. The belt helps break up the look when the shirt is tucked in.
The strides I’ve got would fall down with the weight of my keys, wallet, phone, etc; I have to wear belts I’m wearing non-trackie pants. Been a couple of times I forgot to wear a belt with pants that accomodated a belt, and in my case also needed a belt, the near loss of pants has taught me not to forget a belt again.
It’s sort of at the point where it feels strangle not to wear a belt with regular strides.
Why? Belts keep your pants on your waist (where they should be worn)
I'd say you always should for suits and business pants, any other kinds of pants, jeans or shorts it's just an optional accessory piece.
Unless of course you buy ill-fitting clothing and then perhaps you'd need the utility of a belt to keep your pants from falling down…
I only purchase pants with elastic waists to avoid buying a belt.

Not sure why, but every time I walk into the toilet and see a dude with his pants around his ankles at the urinal, the first thought in my mind is always "wtf?".
I don't get it… just why do people do that? lol

I think you need to be more specific.
The way you phrased the question makes it sound like boardshorts and rugby shorts, foe example, should be re-designed to adhere to a belt-only religious movement. Unless that's what you meant. In which case the answer is no.
But if you're talking about whether modern Western/Australian culture "expects" a belt when belt loops are present then I suppose the answer was yes up until recently, when people finally realised they can wear whatever the f the want. With well-fitting elastic pants it merely serves like a fashionable corset does for women.
So in summary, the tradition of wearing a belt is still common enough that if you have self-esteem issues or frequently worry what others might think then it could help with your low self-confidence and deter comments from judgmental people. Otherwise, for elasticised pants it's pretty much as functional as a neck tie, but instead of causing increased eye pressure by compressing the jugular vein it increases abdominal pressure.

Reminds me of the dad joke - why do firemen wear red braces? To keep their pants up.
Same with belts for me.
Belts also come in handy for disciplining.
