Entry is open to all New South Wales Permanent residents.

The entry form has the question "Do you work in Sydney CBD?" but I can't see anything in the T&Cs stating that you need to answer 'yes' (only that you need to live in NSW).

QVB Membership:
To enter the promotion, eligible participants must be an existing member or become a member of the QVB Database and partner databases. Existing members must agree to update their details via the online competition form. And newly registered participants must complete the online competition form and agree to receive communication from the QVB and partners.

Prize details:
Twenty-five (25) double passes to the Rembrandt and the Dutch Golden Age Exhibition to the total value of $1200. The double passes must be used within the valid period and will expire 18 February 2018.
