Xbox One S with 3 great games.
If PS4 then get the PS4 Pro as it's much better value with 5 excellent games.
PS4 if youre getting the regular model has better exclusives. Unless you want a 4k bluray player.
PS4 has more powerful GPU for 900p instead of 720p rendering, more exclusive titles and about double the number of online users for finding games.
Xbox has 4k Blueray and is slightly cheaper.

noise wise is the xbox S fan(s?) louder/same as the ps4?

Put simply the PS4 is the better console (hence double the online players) whilst Xbox is obviously the better disk player since they supported 4k with Slim.
Sorry can't comment on the noise of the slim models. Though I imagine both are very quiet vs. launch models.
Regardless; if you're using it as a disc player fan noise will be irrelevant for you.
@Viper8: noise level wont be noticeable if OP keeps it clean and takes it apart yearly or bi yearly.
