You dont need a licence if you dont use the VHF frequency and the UHF max power is only 5 watts. You can even listen to the VHF frequency if you want. Just dont talk on it. How many boat owners have a VHF licence?
I should add CB radio repeaters are trash.

I'd have to hope that all of them comply with ACMA regulations, which say:
A person operating a VHF marine radio without holding an appropriate qualification or being under the supervision of an appropriately qualified person, may be breaching the Radiocommunications Act. Penalties include significant fines and imprisonment.

@eug: No. It basically means that in an emergency situation, they're not going to charge someone just because they don't have a licence.
@pjetson: You'd think they would say "… unless in an emergency" instead of "… you may be breaching the act".
I'm not trying to be alarmist, and you are right that if you aren't transmitting in licensed spectrum you are unlikely to be caught, but the act includes possession of the unlicensed radio, not just use. And note these radios broadcast well outside the UHF CB spectrum as well as the 'legal' class licensed spectrum.

It would suck to cop a multi-thousand dollar fine or jail time for playing with a $50 radio because you didn't know they needed a license.
Yes talking but you can listen to marine broadcastings like weather services. This can also be done with a scanner or by turning the radio into a scanner.
There is also clause saying you can transmit in an emergency.

If you're just after a course to get a foundation licence, there are Android and iOS apps you can use to study:
$10000 fine for possession of a radio transmitter without relevant license.
These radios have been in the past been confiscated from radio amateurs because the radios could transmit outside the ham bands.
These are not type approved for use on uhf cb.
ACMA know all about these units and have been known to visit retailers selling these and the radio inspectors were not happy.
Technically these units are crap.
You also have repeaters running at more power then they are registered at and acma does nothing?
