Managed to find it by searching 2 for 1 dumplings.

If you're in the right spot, when you go into the restaurant you will see the first tab that says Dumpling Day.

Choose dumpling of your liking and make sure you select
"Yes! I'd like to receive a free serving of these dumplings"

    I got 2 sets of dumplings and 2 sets free too. But it took double the time than the estimated time.
