It began when they made various tram stops around VIC free of charge instead of paying.
You make it sounds like it was something new & selected areas in the VIC Yarra Tram system makes it sounds like it in different parts.
Maybe if you'd changed the title Melb Free Trams within CBD & Docklands. And noted it's been available since Jan 2015.
Seriously if anyone is traveling to Melbourne would no doubt look up about public transport & realise about the free tram zone, the tell you at the airport, on the Skybus, at the tram stops, inside the trams, etc, etc

Might be helpful to say it's in the CBD and there are signs that say when you're in the free zone.
This is a permanent offering.
May be a deal to some people, but I imagine a lot of people will already use their Myki card during their journey so it doesn't make a difference.
I read it used to be not free. Also when you in CBD you can move around for free.and go back to the city loop train stations for free. Also many people live in the cbd.

Isn't this the same thing as the City Circle tram, or is that something different?
City Circle tram is just an old antique tram that runs a single route every day for free.
This on the other hand has stops within a circular radius of the CBD classified as the 'free tram zone' in which you don't need to be tapped on to be riding the tram.
Not a bargain.
You can use the public water drinking fountains in the local park for free too. Well, free as in the taxes/rates pay for them.
Just because theres free drinking water why does it make this not a deal?
A deal implies you're buying something at a lower price than the current market price.
In this case the market price is zero and you're paying zero.
Sorry, but this was a political election stunt rather than a deal. Also, it's almost 3 years old and permanent. Wouldn't class this as a deal.

Announcer tells you when you are entering/exiting the free tram zone + along with the big colorful signs attached to stops - you'd have to be blind and deaf not to know about this which started like 3-4 years ago.
Some tourists planing to go melbourne might not know. Saves them buying a myki if they sky bus to city and staying in the city.
