IP66 isn't really a thing. To get IP66 rating you make up your own test and pass it.

I've installed a Swann set of cameras (the 1080p version of this) before and the quality is definitely nothing special. There were a few small manufacturing defects (rough edges, uncentered lenses, etc), but the biggest issue is the cables provided. They are definitely not up to scratch and cannot support a HD stream (even if the cameras are HD). The cameras themselves seem to be alright, and so is the DVR. The app to view from mobile works well enough too so this set might be good enough for the home but you might want something else for a business.
If there's one thing I've learnt about computer security in the last 12 months it's for the love of christ do not connect your security cameras to the internet.
