Why not just make a copy over the internet instead, that way no one has anything stolen!

Otherwise get a VPN and use a non-google search engine to find websites that stream shows for 'free'

Borrow pirated movies which friends and siblings download. You asked for cheapest.
Plex media server on a desktop PC with a 5-10TB Hardrive (or less depending on amount of movies/tv shows you wish to store i have 8TB and looking to buy another 5TB soon) and stream using a chromecast to any tv in your house or anywhere at all if your internet has good enough upload speed.
You need to have a wired PC or a good wifi router
