Have a look some video on youtube. search for reviews of the card you are using. I think it can get around 60fps at least with high setting.
Would this influence your purchasing decision? I think it's safe to say your FPS will be very high.
With a GTX 1070 I get 70 - 90 FPS at 3440 x 1440 everything at maximum quality settings other than
no MSAA (FXAA works very well with GTA V though providing some AA with little image softening) and
grass is set at high and
all settings in "advanced graphics" set to default.
So I imagine your GPU should be able to reach 144 with a few sacrifices assuming CPU can keep up.
