Good question, I reckon it might be, once the service is active you should be able to set up a MyTelstra account, which grants you access to offers, though some ie NRL/AFL streaming require minimum $30 recharge.

Go on the Longlife plan ($30 has a 6 month expiry). I don't know if the 12 month subscription will expire when the recharge credit does, but I've only recharged once so far.
My problem was that to activate the sim I needed to receive an SMS to the mobile number of the SIM. Because I hadn't put any credit on the sim I couldn't receive SMS so couldn't activate it. It's still uselessly sitting as a second sim in my moto G4.

6 months, and yes they remove the sim card from your account, so you wont be qualified for Telstra Thanks.

I thought I had a mysterious, important parcel when they dropped off the AusPost pickup slip. I had to wait in a 45 minute queue to pick up what turned out to be a SIM card. I would have saved more money if I went to work that day.

So you can activate and have a number and not have to buy a $30 recharge? Optus is different when I tried.
I tried this to get telstra air but it doesnt work unless you recharge.
I bought a $2 similar and confirmed it worked for me. Didn't recharge, just registered the number.
Edit: Chatswood Telstra air is next to useless though.

why don't you go to telstra shop and get it replaced? they do it on the spot and you don't have to fork out 2 bucks.

I think you need to activate AIR using your telstra account.

You need to go to "I have a telstra mobile service" and follow the directions (turn off wifi briefly etc). You should then be able to activate the telstra account to be linked with AiR
