I have had a drill that looks exactly the same as this one (except with a keyless chuck) for many years and it is still going strong.
It's done holes in concrete for safe installs too, although it certainly wasn't the best tool for the job.

Yes it can; drilling into brick is not actually that hard even for a "fake" hammer drill like this one.
Bought this from Woolies on markdown as old stock a couple years back - $10. Has done me quite well for drilling through steel and wood so far.
