If you don't like the new Xcom's then try out Xenonauts, which is more faithful to the old games but with a modern UI and such.
Even better when you run it with Open Xcom.

I don't know, all I know is when the earth is rendered in all its 8bit/VGA glory that's like ancient history sort of a game.

Unfortunately there is no DRM free version, only steam.

Due to the system requirements, would a modern laptop with say Windows, require an emulator to make this work?

It will run on a windows 7/10 PC using DOS box. And don't forget openXcom as well!
The stock Steam version of the game works on Windows 10 with no problems. But it's best to run OpenXCcom in any case, makes the game even better:
