Hi, looking for a really bright head torch or normal torch for outdoor use. Preferably splash proof with a budget of $50. Can anyone recommend me one?

Try Diamond headlight,it's very good but not cheap :)
I have a police tactical Led Lenser flashlight and a headtorch that I have no issues with. Both were over $50 though. From memory I got the torch from King of knives or similar and the headtorch from Peter's of Kensington.
Looks like Peter's of Kensington is having a sale and you could possibly pick up a heavily discounted lower model! The mid range ones appear to be sold out.

These head bands are great for holding flashlights hands free. You supply your own flashlight allowing you to upgrade later or change flashlights for various tasks.

They have a Velcro fastener to adjust for head size and the tube holding the flashlight is elasticised to support flashlights of different diamater
Although it's not a headlamp as the OP wanted. I think it provides good options as you can pair it with a cheapy but powerful Cree flashlight.

Its cheap and good. I got 2 .I just checked on ebay. Less than 10 bucks. Is the torch actuaaly that bright with far distance?
I got one & it was not bad even its not 5000lm.
