The check out time and fee seem pretty standard. And like anything there's a compromise here that shouldn't be too hard to wrap one's head around.
More generous checkin/checkout + existing standard of cleanliness = higher room rates.

Stayed there before. Pretty decent budget hotel and I think it is refurbished not long ago.
