E.g. Would my bricks be okay to be rendered on? Procedure for council approval?

I take it that this is a new build? If so, did you pay for face bricks, only to render over them now?
Yes it is a new build. I did pay for upgrade of the bricks. Thinking to just render the facade.
Bricks should be fine to render over as long as they are rough face and not smooth.
However if it's a new home I wouldn't recommend rendering over it. If it was a new build you would of paid for face bricks when seconds would of been much cheaper.
Plus in terms of maintenance, bricks = no maintenance. Render = future maintnence.

I'd personally only render parts of the facade, like the pillers and a column or something along those lines. I like the brick look but I believe if your full facade is brick only that render helps break it up a little bit! It will also help meet your below guidelines! The only thing I'll say, is be careful if your rendering the whole top floor and facade of the bottom! It might make your house look a little plain! Plus it's a lot of render to be used and maintained. Good luck with what ever you choose to do :)
What does your estate say?
We have just built in a new estate and the design guidelines said that it must be a minimum of X% render and a maximum of Y%.
This needed to be approved in our build plans. I guess you already have taken this into account?
Building guideline say 70-30% different materials. I'm getting top floor rendered as a standard.
