        The end of the day it really depends, if it's a registry premium the registry itself will take the money but if it's an after market premium, Normally the registrar will take their cut for handling the purchase and then pass the rest of the purchase price on to the registrant of the domain name.

        Also depending on the registry there's two models the registry can choose to operate the premium name space. Out right purchase price with normal renewal cost or where it could be $11,000 a year.
