The number of drive failures are high because Backblaze run tens of thousands of Seagates more than any other drive. The annualized failure rate is what is important.
The Seagate ST4000DM00 certainly fails more than some other drives but it's not much worse than some of their HGST and WD drives.
Backblaze have also been scrutinized for running consumer drives in datacentres, which they are not designed to do and therefore the stats don't truly reflect what a consumer will see.
The hard dive shows up as $99 for me.
