Probably too late in the race of Ozbargain.
Can someone please explain how to get the amex card and how to get all the deals regarding Amex Cashback.
Can you get the cash back deals on all the AMEX cards or you need a particular card to get the cashback.

Isnt the referal bonus the same, no matter which card someone applies for?
No, there are different bonus points for different cards.
Have a look at the referral wiki and click through on each card to see the latest bonus points as they change quite often:

i know different cards offer different points for the person applying, but the referer gets the same point no matter which card, 10k I think
some cards get different offers but there are a fair few (such as Harvey Norman) that are for all amex cards, amex-issued or bank issued it doesn't matter. You can have a look at some of the deals here - https://network.americanexpress.com/connect/au/en/default.ht…
For bank issued cards, when you login you get offers tailored to that card (i.e. other offers that aren't publicly visible). For amex issued cards, there's a dedicated offers section in-app and through the account summary page through your browser. amex-issued deals trickle in, so your first month you normally need to manually enrol with links you find on ozbargain deals :)

I can't remember whether or not I manually applied for the Harvey Norman deal on this card. Is it possible to check before I go and purchase?

A lot of the Amex statement credits are available to all amex cards. (amex issued and bank issued). Some offers are only targeted to certain cards & never have manual enrollment links.
If you're getting a new amex card, it's probably best to get one through amex rather than a bank because you will get more offers.
Good offers like the harvey norman one have now passed (no longer available to enroll), but there are always excellent new ones on the horizon.
As always, the OZbargain amex wiki is the way to go.

All have their good and bad points.
Just beware of people 'selling' a particular card. People earn generous referral bonuses for getting others to sign on, which of course make their views biased.
