Yes, has charger. But get a Quick Charge 2.0 car charger from ebay if you don't have one.

Converter, no. Adapter, yes. Its multi-voltage. Avoid the wobbly $1 ebay ones with thin pins.
Anyone know what version Android this is currently updated to and will receive in future?
I have 6.0 currently on my Motox 2nd gen. Not sure how far into the future it will get updated, but Motorola generally are good that way.

Mine just arrived today, have been using a Huawei the last few months after being robbed abroad, and it's basically as smooth an experience as a top line smartphone, without all the bells and whistles. For $170 this is outstanding value.
