don't know. But there are plenty of replacement bands on ebay.
I have the fitbit charge HR and have never had any skin irritation. Although I don't have sensitive skin.
I had skin irritation from a Basis B1, stopped using it then recently purchased a Garmin Vivosmart HR.
There are things you can do to minimize the chance of contact dermatitis:
-Use soap-free cleanser (such as cetaphil)
-Keep the band off after showering or swimming until both band and skin are totally dry (~20 minutes)
-Clean the band after exercise/getting dirty
Just an overall question about fitbits or activity trackers in general. Do any give you verbal feedback about your km/speed etc like a phone can, rather than just visual?
Not that I'm aware of, at least not for Fitbit.

I have a surge, and mine definitely doesn't have a sound function. Just vibrates when I hit a km while running. No idea about the newer models
