Personally, I would save up a tiny bit more for a 480 or 1060 (1060 is comparable to 980). These maxwell cards have already been put on legacy.

I think i might go the 480 8gb his @ ple. Though it does seem the cop a bit of a hot against nvidias cards, though i do want xfire or sli capabilities

Completely disagree. AMD's eyefinity setup allows you to mix and match multi monitor resolutions and has done so for many years now, Nvidia still does not support this. Since Crimson the interface, configuration options and advanced features of AMD's drivers are miles ahead of Nvidia's driver.
My aging r9 290 is still making driver based gains years after release. A 970 is on the dated Maxwell core, it is now under legacy support so will not see any performance improvements, and Maxwell performs slower when it comes to Direct X 12.
If you are at all interested in future proofing I would be looking at a 480, it is outclassing the 1060 for a cheaper price especially using Vulkan for Doom where it dominates. https://www.youtube.com/watch?v=3uoanTrMenI Otherwise the 1070 or the 1080 are still the fastest options though I imagine this will change early next year (I realise they are not cheap or "budget").

If you've never had x fire before, don't do it. It's a massive headache for some games, but when it works it's great.
Not to mention the amount of heat it generates, the top card is always going to be around 6-10c warmer (at least on my 2x 280x setup), so you won't even be able to overclock as much. You're gunna need at least an 800w psu too (higher if it isn't a quality psu)

As for cost, it could be argued that upgrading from 970 to 1070 is better. Or even better, sell the 970 and upgrade to 1070/1080.

Doubt it. It would most probably only apply to cards purchased within a certain period.
