There are more than 1 scan that they need to do. First scan is for you to pay, then a second scan to register the card, third scan to put the value in the card. Then the refund receipt issued to you showing the amount for the card remains.

I brought my first one today and the attendant wasn't sure and just scanned it through the register. I know with Woolies etc, then just to go through an extra activation proceed to load the cards.
