  What do you mean by broken? I bought it at launch and it was perfectly fine. If you mean glitches with boats going onto land and buses driving into the ground, yeah that happened, but it wasn't by any means game-breaking.

    I mean the stupid traffic issues. The fire trucks/police not getting to places despite fires being across the road from them.

      Hasn't been an issue for ages. Amazing game. With mods, the possibilities are endless.
